This is an owner surrender boy named Newt.  He was turned in because he is active, smart, and wants to do his job, herding cows and horses.  He'll even herd a cat, which his family didn't like.  He is a Blue Heeler/mix, tail docked.  He would love to have some older kids who want to run, play ball, and just be a companion to.  His one eye has blue/white in it, so it does look different.
